The
idea of establishing the United Nations Educational, Scientific and Cultural Organization (UNESCO) appeared in London on November 16, 1945 in the wake of a terrible and destructive war in order to contribute to building mankind, preserving his civilization, and encouraging cooperation between human beings in the fields of education, science and culture as a basic way to develop human rights principles In life, freedom, learning, honest work, and achieving the goals of world peace based on the foundations of justice, freedom and equality.
From this standpoint and for the sake of achieving intellectual unity between the sons and peoples of the Arab nation, and for Arabs to demonstrate their ability to carry the civilizational message to science and their contribution to building the Arab human being culturally, scientifically and educationally .. The League of Arab States established on February 29, 1964 the Arab Organization for Education, Culture and Science (ALECSO) as a body Representing them and speaking in their name in these areas.
In order for the Islamic nation, after its liberation, to be able to confront the desperate attempts of the enemies of Islam to eliminate the Islamic identity, the Islamic Educational, Scientific and Cultural Organization (ISESCO) was established on May 5, 1982, to become a forum for cultural exchange and civilizational and intellectual cohesion between the peoples of the Islamic world and contribute to carrying the eternal message of Islam to the world Collect.
After the development that occurred, the Arab countries in the Arab Gulf region were keen to catch up with civilization and follow up on what is happening and taking place in the upbringing of future generations on sound foundations, I decided to establish the Arab Education Office for the Gulf States, based in Riyadh, after the first conference of the Ministers of Education and Knowledge of the Cooperation Council countries Al-Khalij in Riyadh from 15 - 18/10 / 1395H, corresponding to 20 October 1975.
In view of the great expansion that has occurred in the activities of these international organizations and the importance of fully benefiting from them, the State of Kuwait found it necessary to expedite the establishment of independent bodies to handle the affairs of contact with these organizations, to exchange information with them and coordinate their work with most ministries and institutions related to educational, scientific, cultural and communication matters. The Kuwaiti National Commission for Education, Science and Culture, which was established in 1979 as an integrated body, to perform its required role and duties stipulated in Cabinet Resolution No. (55/79).
The Kuwaiti National Commission for Education, Science and Culture
General objective
• The State of Kuwait aims to establish the Kuwaiti National Committee for Education, Science and Culture to achieve the following:
Contribute to raising the level of education, science, culture and communication in the State of Kuwait to follow up on global civilization and to participate positively in it through cooperation with the following organizations:
• The United Nations Educational Organization And science and culture "UNESCO"
• The Arab Organization for Education, Culture and Science (ALECSO)
• The Islamic Educational, Scientific and Cultural Organization (ISESCO)
• The Arab Bureau of Education for the Gulf States,
as well as international governmental and non-governmental organizations that deal with matters falling within their jurisdiction and the relevant governmental bodies and institutions locally and internationally.
Special goals
A - To achieve cooperation with the aforementioned organizations in the field of implementing and evaluating their educational, scientific, cultural and media programs to enhance the principles of human rights, peace and international understanding and combat racism in all its forms.
B - Cooperating with governmental bodies and institutions, individuals, and intellectual, cultural, social and media circles.
C - To benefit from what these organizations provide to the State of Kuwait in terms of technical assistance, fellowships, scholarships, means, and other equipment.
Terms of reference of the National Committee:
1 - Participate in studying draft educational, scientific, cultural and artistic treaties proposed between the State of Kuwait and the member states of these organizations.
2- Organizing conferences, meetings, seminars and exhibitions held by the aforementioned organizations in the State of Kuwait.
3 - Approval of the reports of the Secretary General of the National Committee related to following up the implementation of the decisions taken at the important conferences and meetings of these organizations.
4- To play an advisory role with the government of the State of Kuwait and its various concerned bodies in all matters relating to cooperation with these organizations.
5 - Providing advice when nominating representatives of the State of Kuwait to the meetings of these organizations or the executive committees or councils emanating from them.
6 - Establishing a media policy to inform citizens of the goals and activities of these organizations and their publications.
Internal system
• Members of the Kuwaiti National Committee for Education, Science and Culture meet twice a year at least to discuss and study the programs and budgets of these relevant organizations in general, to provide appropriate directions for this, and to lay down the general policy of the committee.
• The committee holds its sessions at the invitation of the chairman or upon the request of the majority of the members. The General Secretariat undertakes the procedures of calling and preparing for its meetings.
• The decisions of the committee are issued by the majority of the votes of the attendees. If the votes are equal, the side in which the chairman will prevail.
• If the legal quorum is not complete to attend at one of the meetings, the committee is called to another meeting within a period not exceeding two weeks, and its meeting is legal regardless of the number of attendees.

Other members may join the committee’s membership by a decision of its chairman whenever needed, and the committee may also invite to its temporary meetings members representing ministries and other institutions to discuss projects related to the bodies they represent.
Administrative and technical staff
The Kuwaiti National Commission for Education, Science and Culture has a general secretariat consisting of the Secretary General and a group of consultants, experts, employees and administrators, and there are specialized sub-committees affiliated with it that were formed to accomplish certain tasks.
